s         Biddability, Constructability, Operability, Environment, and Sustainability (BCOES) review and evaluation of design drawings, design analysis and specifications prior to contract award to assure that design is adequate and sound as well as consistent with government established criteria and industry standards.

s         Review of construction and design submittals and shop drawings by contractors for all phases of electrical work to insure compliance with plans and specifications and RFP requirements and recommend approval/disapproval.

s         Support of review of construction Testing Plans and Testing Equipment for FA/MN systems and Telecommunications Systems, including Fiber Optic and Copper OSP, Backbone, and horizontal Cabling

s         Provide review of Electrical System Coordination Studies to ensure electrical system fault will be cleared at the proper device and to ensure system has proper protection to be connected to utility system.

s         Providing assistance to the field offices in review and analysis of Arc Flash Analysis studies to assess proper PPE and working clearances for working on electrical distribution systems.  These studies also provide safety boundary for workers where PPE is not required

s         Construction sites visits to evaluate all phases of electrical construction to insure technical accuracy for functional requirements, quality of materials, proper construction methods and furnishes engineering advice and guidance to field offices personnel.

s         Perform Government quality assurance activities such as site inspections and testing of electrical systems. During inspections observes other phases of construction for improper procedures, defective materials or workmanship, and other discrepancies. Provide filed office with a report stating deficiencies and code volitions with applicable references to Codes, Specs, Drawing, etc.

s         Make independent complex technical recommendations to senior construction division leadership that could have significant impact on the success of MILCON and other construction programs.

s         Served as Team Leader/Member on Internal ISO Audits of Field and Resident Offices and providing feedback on areas needing improvement to maintain the ISO 9001 certification to GS13/14 level supervisors.

s         Responsible for having a complete knowledge and for the strict enforcement of safe practices and safety regulations

s         Prepare SOW for contract modifications;

s         Perform Government quality assurance activities such as site inspections, testing and coordinate exterior/interior utilities construction;

s         Analyze construction issues from a technical and cost standpoint;

s         Establish criteria for independent Government estimates (IGE);

s         Review technical documents, test plans and reports and submittals for completeness, technical adequacy, and compliance with construction contract requirements and applicable regulations;

s         Provide technical solutions and conflict resolutions related to contract drawing and specification information;

s         Prepare modifications to construction contracts to include defining the requirements of the modification, estimate support for the preparation of the independent  Government estimate, assist in the technical analysis of the construction contractor’s proposal and provide recommendations for resolving conflicts between the IGE and the contractor’s proposal.

s         Provide general management assistance for construction projects including attending meetings, coordinating facility occupant movements and facility services, preparing budget estimates;

s         Monitor the as-built control documents such as construction contract plans, specifications, requests for information, contract modifications, etc.

s         Track construction contractor activities including scheduling programs, personnel, deficiencies and make recommendations for payments based on construction contractor progress.

s         Contact designers, customers and facility users for information and process that information in conjunction with Government representatives;

s         Prepare/assist in preparation of cost estimates and Cost Analysis for Government review and approval.

s         Prepare/assist in preparation of Pre-negotiation Objectives for Government review and approval.
